Team

The Seabold Group team includes former Assistant U.S. Attorney and civil litigator Kris Cappel and former IRS special agent, certified fraud examiner (CFE), and retired certified public accountant (CPA-Retired) Martha Norberg. Both are licensed investigators in the state of Washington. They are joined by Office Manager Connie Waks.

Kris Cappel, JD

Kris Cappel has conducted hundreds of investigations, working closely with in-house and outside counsel for public and private companies, city attorneys, and public-sector counsel across the Pacific Northwest. She focuses on workplace investigations involving allegations ranging from public corruption and embezzlement to harassment and discrimination.

Before joining Seabold Group in 2000, Kris practiced law for 11 years, both as a federal prosecutor and as a civil litigator. While working in the U.S. Attorney’s Office in Brooklyn, New York, she was responsible for investigations and prosecutions involving tax, credit card, and bank fraud, immigration offenses, bribery and kickback schemes, and public corruption. Her duties included negotiating plea agreements, presenting cases to the grand jury, conducting trials and hearings, and preparing and arguing criminal appeals before the Second Circuit Court of Appeals.

Prior to her appointment as an Assistant U.S. Attorney, Kris was an associate of the San Francisco law firms of McCutchen, Doyle, Brown & Enersen and Thelen, Marrin, Johnson & Bridges, concentrating her practice in the areas of employment law, complex commercial litigation, and auditor liability.

Kris is a member of the Washington, Utah, and California (inactive) State Bars, as well as the Association of Workplace Investigators and the Society for Human Resource Management. She attended the University of Utah College of Law, where she graduated Order of the Coif and served on the Utah Law Review as an associate editor.

Martha Norberg, CFE, CPA-Retired

Martha Norberg retired her CPA license in 2024 and is accepting fewer investigations as she plans to fully retire by the end of the year. She maintains her CFE credential and private investigation license and will continue to be involved in the administrative side of Seabold operations for the foreseeable future.

Martha began her career as a special agent with the IRS Criminal Investigation Division, investigating financial fraud, money laundering, violations of federal income tax statues, and other financial crimes. During her 13-year tenure at the IRS, she also served as a managerial special agent and resident lead instructor at the Federal Law Enforcement Training Center in Glynco, Georgia, teaching classes primarily focused on behavioral sciences and investigative techniques. In the 1990s, Martha provided consulting services for the U.S. Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP). In that capacity, she worked closely with law enforcement and government officials in Bolivia, Colombia, Mexico, Venezuela, and most of Central America, providing on-site technical and strategic assistance related to investigative techniques and unification of law enforcement academy training.

Martha became a CPA in 1984 and a CFE in 2011. She is a member of the Association of Certified Fraud Examiners and Association of Workplace Investigators.

Connie Waks

Connie Waks brings a broad range of communications experience to her role as Seabold Group’s office manager. Before joining Seabold Group, she served as director of corporate relations for the Federal Home Loan Bank of Seattle, where she was responsible for the bank’s branding; corporate, marketing, and employee communications; media relations; events; and web presence. Prior to her 13 years at the bank, she was director of marketing communications for a Seattle-based technology firm. In addition, she has worked as a staff, contract, and freelance writer and editor in the financial, IT, aerospace, engineering/construction, and education sectors.

Connie has a bachelor’s degree in English education and a certificate in technical writing and editing from the University of Washington.
